Apparently, Paris Hilton's overexposed navel doesn't make her fashionable. The Simple Life vixen tops Mr. Blackwell's 44th annual worst-dressed list, which was released Tuesday (Jan 14th 2004).

From cyber disgrace to red carpet chills, she's the vapid Venus of Beverly Hills," Blackwell says.

Blackwell's list of best-dressed women includes Nicole Kidman, Jennifer Garner, Diane Lane, Beyoncé and Faith Hill. But it's his 10 worst-dressed list that's good 'n' dishy:
